Moraine city officials told council on April 10 that water intrusion at the city building has been dried and that renovation work is moving ahead, with new insulation, a catwalk frame and boiler work already in progress.

City Manager Mike extended the city’s appreciation to the street and building-maintenance crews and to individual staff who worked through a recent flooding incident. He also thanked neighboring jurisdictions and Montgomery County for lending pumps and other assistance during the emergency.

Why it matters: the city building is used for council meetings and public services; the remodel is intended to prevent repeat water intrusion, improve building systems and return meetings to the city facility.

What staff reported
City Manager Mike said the front of the building had a trough drain system that became clogged and caused interior flooding. Workers have gutted the affected area, installed spray-foam insulation in the council chambers ceiling and welded new structural beams. Photos shown at the meeting also documented boiler work and removed glazing at the building front.

A staff member said the project should prevent the specific problem once the remodel is complete. Staff confirmed work continued despite recent rains and that crews have accelerated progress so the council can resume meetings in the building when feasible.

Community events and planning
Mayor Terry Murphy read a proclamation naming Friday, April 25, 2025, as Arbor Day in the city of Moraine and staff said the city will distribute tree saplings at a Wax Park Arbor Day event. The city also announced an adult Easter egg hunt tonight at 9 p.m. at the Civic Center and a children’s event at 10 a.m. Saturday at the Civic Center; staff encouraged registration or advance notice for planning.

The master park plan presentation — previously scheduled for April 24 — was rescheduled to the May 8 council meeting. Drafts will be circulated to council two weeks before that meeting for review and questions.

Staff and council remarks
Multiple councilmembers publicly thanked city staff, volunteers and neighboring communities for their response during the flooding, and noted gratitude that damage in Moraine was not as severe as reported in some other communities. The Finance Director said a staff person will be available at the Civic Center the next day to help taxpayers who need to submit paperwork, and city staff said they can consider waiving late fees where residents were prevented from filing on time due to the building closure.
