The Senate Committee on Administration heard a presentation and public testimony on a committee substitute to SCR 19, which would authorize construction of a replica of the National Life Monument — described by proponents as the ‘‘Texas Life Monument’’ — on the Capitol grounds, subject to approval by the State Preservation Board.
Senator Parker introduced the committee substitute and said it would authorize placement of an eight-foot bronze replica of the National Life Monument on the Capitol grounds in compliance with the State Preservation Board’s requirements (cited in committee as Chapter 443 of the Government Code). The substitute specifies that all project funding must come from private donations and that the monument must meet the board’s rules governing size, design and timeline. The substitute, as presented, disclaims use of public funds and frames the project as privately financed.
Two witnesses testified in support. Ashley Sosa, communications associate for Texas Alliance for Life, said the ‘‘powerful 8 foot bronze sculpture honors the miracle of life’’ and urged passage of the resolution; Mary Elizabeth Castle, director of government relations for Texas Values, spoke in support and framed the monument as a public reminder of the state’s actions to ‘‘save the mother and baby,’' referencing recent state laws and programs. Castle described design features that allow viewers to see themselves reflected inside the sculpture’s womb element.
After testimony the committee left SCR 19 pending for further consideration; no committee vote or amendment adoption is recorded in the committee minutes.
