The amended bill adds a single word—"paper"—on page 4, line 23, expands coverage to explicitly include executive hearings on page 4, lines 8–9, and revises subsection 3 to remove the administrative-procedure route in favor of district court review. The package also adds a 30-day window to appeal to district court and cites the code section 28-32-49 as the statutory reference for that appeal timeframe.
Committee action proceeded in two recorded steps. Representative McLeod moved to adopt the amendments (motion to amend); Representative Schneider seconded. The committee took a roll call and the motion to amend passed 13-0 with one member absent. Later, Representative Wolff moved that the committee give the bill a due pass as amended; Representative Schneider seconded. The roll call on the due-pass motion returned 13 votes in favor and the motion carried. Representative Cloud was asked to carry the bill to the next stage.
