The Lebanon City Council on Aug. 12 approved a development agreement authorizing the sale of 3.4 acres of city-owned land at the corner of Neil Armstrong Way and Harmon Avenue to Real Development LLC (doing business as Condor Construction Group) for $172,400.
The ordinance (No. 2025-087) directs the city to enter a development agreement with Real Development LLC for the parcel and was adopted as an emergency measure. Council members voted by roll call with no recorded negative votes.
Council did not provide further details at the meeting about the proposed development’s use, timeline, or incentives. The ordinance text on file with the city clerk will contain the development agreement terms, including any conditions on sale, required improvements, or public infrastructure extensions.
Because the council moved into an executive session later in the meeting to discuss economic development negotiations and related Ohio Revised Code provisions, some negotiation details may be addressed in that closed session. The public record at this meeting shows the sale price, acreage, buyer identity and council’s approval.
