A Lake City magistrate on Aug. 14 ordered that Chancellor Income Holdings LLC, through its district manager, must pull permits and complete repairs to roof components and a loose overhang at 121 Northwest Main Boulevard within 60 days, or face a $50-per-day fine beginning on the 61st day.
The city’s case file and photographs, introduced at the hearing, show missing roof components and loose fascia that city inspectors said remained unrepaired after prior notices and certified mailings. The city requested that the owner pay mailing costs of $39.06 and that permits be pulled within 30 days and the work completed within 30 days thereafter; the owner’s representative asked for 60 days total to pull permits and complete the repairs. The magistrate accepted the owner’s request and set 60 days for both pulling permits and completing the repairs.
Why it matters: the order imposes a specific timeline that moves a previously cited building-safety issue toward remediation and obligates the property manager to secure permits and complete work.
City inspector testimony: a city code officer described a timeline of notices beginning with an initial inspection on April 21, 2025, followed by certified mailings and posted notices. The officer testified that photos taken on the most recent inspection match the condition represented to the magistrate.
Owner response: Malcolm Carter, who identified himself as district manager for the company that manages the property, confirmed the photographs “do accurately depict the property” and said vendor Peach State Roofing would perform the work. Carter asked for 60 days to pull permits and complete repairs.
Magistrate order and enforcement: the magistrate said she would order 60 days to pull permits and complete repairs, and that, if the timeline were not met, a $50-per-day fine would begin to accrue on the 61st day; she also ordered payment of the city’s mailing costs of $39.06. The magistrate instructed the city to send the written order to the property address, as requested by the district manager.
Next steps: the property manager must secure permits and schedule the roofing vendor; if the work is not completed within the ordered timeline the city may assess daily fines as described.
