The Rockwall City Council approved the consent agenda on Aug. 4 after pulling item 11, a zoning case that council members said had already been denied at a prior meeting. The mayor moved approval of the consent agenda with item 11 removed; Councilman Thomas seconded and the consent items on the packet passed unanimously.
City staff read multiple ordinances as part of the consent agenda. The readings included amendments to the Unified Development Code (Ord. No. 20-02) and grants of specific-use permits for accessory buildings, short-term rentals, residential infill, a daycare facility at a house of worship, and an outdoor commercial amusement/recreation use tied to a restaurant with a drive-through. Several ordinance readings included standard language: special conditions, severability and repair clauses, and a penalty provision of a fine not to exceed $2,000 per offense.
Council members noted that item Z2025-041 (listed for second reading) was denied previously and should be removed from the consent listing; staff confirmed the removal. The council did not rehear the merits of the individual zoning cases during the consent vote. Where a case had been denied previously, council left it off the consent approval.
