During the open forum at the start of the July 21 meeting, Nancy Dangston, who gave her address as 2790 Beacon Hill, asked the City Council for assistance with what she described as a long‑running code enforcement problem at 2800 Beacon Hill. Dangston said the home has been effectively vacant for about five years and that standing water in its pool is producing mosquitoes; she also reported carpenter ants, skunks and extensive debris that have made it difficult for neighbors to use their yards.
Dangston said she and others have contacted code enforcement repeatedly, and that on some occasions the city drained the pool or issued notices but that substantial remediation has not occurred. She told council that a prior police report indicated several dumpsters would be required to clear the property, and that the garage remains full. “It’s been five years. Rockwall is a lovely community, and we shouldn’t have a home like that… it’s downgrading the neighborhood,” she said.
The mayor closed the open forum after Dangston’s comments and the council moved to the consent agenda; there was no immediate action recorded on the item that night. Staff did not announce an immediate next step during the meeting transcript; Dangston asked the council for help and requested some resolution, saying she had been patient but felt the problem was escalating.
