The Waxahachie City Council on Monday approved an oversized participation agreement with GRBK Edgewood LLC for Dove Hollow Phase 3, authorizing payment of $310,872 from roadway and water impact fees for oversize improvements the developer already constructed.

City staff said the developer installed four travel lanes where only two were required and installed a 16-inch water line where the standard obligation was 12 inches; the oversize agreement allows the city to reimburse the developer from impact-fee funds for the difference in cost tied to the oversize work.

Council authorized the mayor and/or city manager to execute the agreement. Staff said the payout will come from the city’s water and roadway impact-fee accounts and is consistent with previous oversize participation agreements the council has approved.
