Gunbarrel City Treasurer Mickey Rainey presented the quarterly financial report on July 22, saying the city has completed roughly 75% of fiscal year 2025 and reported budgeted revenue and expense figures that Rainey described in the council packet as "5.6" (units not specified in the presentation). Rainey said year-to-date revenue was recorded as "4.6" and year-to-date expenses as "4.5" and told council that overall revenue collection was at about 80.93% of budget while total expenses were about 79.4% of budget.
Rainey highlighted that sales tax collections were at about 75.31% of expected and provided a department-level breakdown of expenditures and special-fund balances. He reported personnel listings and vacancies as of the end of June: a fire chief position open, two police officer positions and two dispatcher positions. Rainey also listed recent hires and employee anniversaries. Council asked no follow-up questions after the presentation.
Earlier during citizens' communications, a resident who identified herself as Ameris (Ayres) Faith of Pine Blume addressed the council and urged more fiscal restraint. Faith criticized the city's four-day workweek pilot for salaried employees, said animal control overtime appeared "78% over budget," and reported short-term rental revenues were far below budgeted expectations. Faith urged the council to consider the effect of decisions on all residents and questioned hiring and pay decisions. Those comments were presented as public comment and not staff findings; no action was taken in response during the meeting.
On business, the council approved Resolution R-2025-005 authorizing the city manager to close an existing bank certificate of deposit ending in 0837 (maturing 08/15/2025) and to open a new certificate of deposit in accordance with the city's investment policy and applicable law. City Manager Dr. Angie Smith explained the practical need: staff has 10 days after a CD matures to reinvest the money and council does not meet within that span; the resolution allows staff to immediately reinvest and report back to council with the transaction details. Council moved to approve R-2025-005 and the motion passed unanimously (Burns — yes; Evan — yes; Person — yes; Edwards — yes).
City Secretary Janet Dillard and other staff also presented administrative updates during the quarter: board vacancies (one parks board seat and one alternate on the Board of Adjustment), 31 fulfilled open records requests in three months, an upcoming cybersecurity training deadline (Texas Department of Information Resources requirement, completion by Aug. 1), and expiring contracts including a Humane Society contract in September and a certificate of deposit with Prosperity Bank. Dillard noted City Hall will be a polling location for the statewide constitutional amendment election on Nov. 4, with early voting beginning Oct. 20 and the voter registration deadline of Oct. 6.
The council took no additional budget actions at the meeting; the treasurer said staff will circulate details of any CD renewal to council after the transaction.
