Finance committee awards seal-coating contract for tag center parking lot, opts to change to latex markings to save cost

The finance committee awarded a contract July 28 for seal coating and pavement markings at the tag center parking lot to American Pavement Solutions, the low bidder. The bid tab showed a base seal coat of $18,004.67, an alternate second seal coat of $3,507.65 and epoxy pavement markings at $9,680 for a total bid price of $31,006.54; selecting latex paint instead of epoxy would reduce the marking cost by about $5,800 and lower the total to $25,054.95.

Staff said references for the low bidder checked out and recommended awarding the full contract as bid. Committee members moved to approve the bid as presented and to instruct staff to process a change order after contract award to switch the pavement marking from epoxy to latex, citing lower traffic volumes in the lot and cost savings.

Motion and vote: the committee voted to award the contract to American Pavement Solutions as bid; staff will issue a change order to deduct the epoxy-marking cost and substitute latex paint, lowering the contract price as noted.

Next steps: staff to finalize the contract award and issue the change order to implement latex markings; timing and construction schedule will be set with the contractor after contract execution.
