Atchison County commissioners on Oct. 21 approved a temporary HR arrangement that places HR under the county clerk’s supervision and compensates the finance director for interim HR duties.

The board described a restructured HR role as an HR manager position to be supervised by the county clerk. In the interim, the finance director will oversee open enrollment and train the incoming HR manager. The board approved an employee payroll status form providing the finance director a bonus of $2,326 per pay period for the duration of the interim assignment.

Why it matters: The finance director’s interim duties include open enrollment and supporting a transition to a standalone HR manager. Commissioners said the bonus will compensate the finance director for additional responsibilities until a permanent HR manager is hired.

Outcome: The motion to approve the bonus pay passed 3–0.
