The court approved the consent agenda and then authorized payment of bills for Oct. 21, 2025. The itemized payments announced in the meeting included an $80,000 payment to Simmons Bank for a 2026 equipment loan (election software and equipment), a $90,012.98 payment to BSW Architects for July–August 2025 services on the jail (veil expansion) project, a $439,746.60 payment from tax note funds to R. B. Everett and Company for an entry chip spreader for Precinct 4, a $723,259.18 payment to the TAC Health and Employee Benefits Pool for October, and a $1,846,161.05 payment related to the jail expansion (amount described in the meeting as part of the veil expansion). - A fiscal 2026 salary-order amendment for Precinct 3 to correct a clerical error with no net budget change; the court described this as a correction to an employee raise recorded during the budget process. Motion carried by voice vote.
- Resolution 25-052 authorizing an interlocal agreement with the city of Whitesboro for contracted road repairs on Kelly Street; Commissioner Wright moved and Commissioner Arthur seconded.
- Final plat approval and developer contract authorization for Starfield Estates in Precinct 1, and approval to allow Crescent Rock Estates developer construction to proceed under a declaration of intent (Precinct 1). Motions carried by voice vote.
The court recessed into an executive session under Texas Government Code Section 551.071 to consult with counsel and returned at 11 a.m.; no actions were taken on items discussed in executive session.
