The City of Bee Cave Planning and Zoning Commission on Oct. 21 unanimously approved a specific use permit (SUP) to allow an indoor pickleball facility at 5001 Palermo Drive in the Masonwood development.
Senior Planner Sean Lipano told commissioners the 3.7-acre site within the city's extraterritorial jurisdiction is proposed to include about 4,000 square feet of general retail, 7,000 square feet of restaurant space and roughly six indoor pickleball courts. Lipano said the SUP is required because indoor recreation and entertainment uses are permitted only with an SUP under the Unified Development Code (UDC). “This use is consistent with our comprehensive plan and future land use map,” Lipano said during the staff presentation.
The commission's approval included two conditions: that the tenant on the site be an indoor pickleball facility and that the property be replanted in accordance with Article 2 of the UDC. Commissioners also noted a proposed right-of-way dedication along the property's south edge consistent with the city's thoroughfare plan.
Lipano said the SUP was first submitted May 29 and went through four rounds of comments, with the last round cleared on Sept. 30, 2025. A site-plan application is under review and currently in the completeness-review stage; full compliance with the UDC and other city ordinances will be required at the site-plan or replat stage.
No members of the public spoke during the public hearing, which the commission opened and closed at 6:08 p.m. A commissioner suggested adding more bicycle parking to encourage neighborhood trips by bike; staff responded that the UDC requires bicycle parking and that final requirements will be determined through the site-plan review.
Vice Chair Wright made the motion recommending approval with the stated conditions; the motion was seconded (second not specified in the record) and passed unanimously. The commission asked staff to be prepared for a possible Nov. 4 meeting should additional review be needed.
Planning staff and the applicant will complete the technical site-plan review and required replanting documentation before any building or tenant occupancy permits are issued.
