The Lakeway City Council did not approve a special-use permit (SUP) for a proposed Valvoline oil-change facility and drive-through at 100 Burrell Street. The motion to approve the SUP failed on a 5-2 vote.
Staff and the project's civil engineer presented a conceptual rendering and explained the site locates access to Burrell rather than Ranch Road 620 South. The parcel sits in a constrained corner with protected live oaks, partial right-of-way dedication for the Ranch Road 620 widening and limited developable area; staff said a previous car-wash proposal for the parcel had been denied. Zoning and Planning Commission had recommended approval unanimously.
Councilmembers who opposed the SUP cited the parcel's limited buildable area, potential loss of large protected oaks, uncertainty about Burrell Street buildout and the possibility that access constraints would cause motorists to navigate through adjacent neighborhoods. Supporters said the site is challenging but could attract retail services and tax revenue.
A motion to approve the SUP failed 5-2; council did not take a subsequent final action to approve the permit at this meeting. Staff said the applicant may revise the design and could return in a future meeting for reconsideration.
