The Planning and Zoning Commission approved, 5–2, an ordinance rezoning approximately 11.102 acres in the J.V. Emerson survey from agricultural to Single-family 2 (SF-2), allowing the applicant to proceed with a preliminary plat that showed six residential lots on the rezoned acreage plus one retained four-acre agricultural parcel.
Assistant Director of Planning Mary Ann Spencer told commissioners the comprehensive plan designates the site as the “country module,” which calls for low-density residential and agricultural uses and recommends up to two dwelling units per acre. Staff recommended denial of the rezoning because the request — if developed to typical SF-2 density allowances—could be inconsistent with the country module’s guidance; staff noted the applicant is not requesting any waivers of SF-2 standards and that nearby subdivisions were platted under previous plan versions. The applicant’s submitted preliminary plat proposes six lots on the rezoned 11 acres (about 0.55 units per acre by staff’s calculation); the owner is retaining a separate four-acre agricultural parcel and is not rezoning that lot.
Applicant Travis Teakill identified himself and offered to answer questions; no written correspondence was reported from nearby property owners (staff said eight postcards were mailed). During discussion several commissioners noted that adjacent subdivisions and PDs with one-acre lots were approved under prior iterations of the future land-use map and that the change would add homes adjacent to existing quarry operations to the west. Commissioner McDonald moved to approve the rezoning; Commissioner Skinner seconded. The motion passed 5–2.
Staff said platting and construction plans must meet SF-2 requirements and that standard buffers and transitional lot design strategies recommended in the comprehensive plan will apply in the platting and permitting process.
