The City Council unanimously approved a special-use permit (SUP) enabling a massage business, Bluebonnet Massage, to operate at 801 Ranch Road 620 South (Suite 202). Zoning and Planning Commission had recommended a 25-year SUP; during council discussion a motion was made to approve the SUP with a 10-year term and the applicant accepted that amendment. The council voted to approve the SUP with the 10-year term.
Staff explained the property is within 300 feet of residential zoning, which triggers the SUP requirement for personal-service uses in this location. The applicant said the business is new at the proposed site and the owners are prepared to comply with city rules for massage businesses. No substantive neighborhood opposition was recorded in the meeting and ZAPCO recommendation was unanimous.
The approved SUP allows the business to operate under city code, subject to standard licensing, inspections and ongoing compliance with the city's SUP conditions. The item passed by a unanimous council vote at the meeting.
