The City of McKinney Reinvestment Zone Number 1 board approved a grant Tuesday to support critical maintenance and historic façade restoration at 110 East Davis Street.
Staff member Cassie summarized the property as a circa‑1902 Italianate building in the McKinney Town Center historic overlay and said the application sought reimbursement for re‑roofing and drainage work plus brick and stucco façade repairs. The application was submitted after work was completed. Staff recommended a grant award of $25,400, broken into $9,630 for critical maintenance and $15,770 for historic façade improvements, and said the request met existing funding policy limits.
An applicant representative, Kyle Bridal of 409 Rice Street, told the board they were not aware of the program before completing the work and that they relied on their general contractor for subcontractor bidding. Board members asked for proof of final payment and documentation; the applicant said invoices and payment records would be submitted to staff.
A motion by Councilman Beller to approve the applicant request was seconded by Mayor Pro Tem Felts and carried without recorded opposition.
Board members commented that the program would be more transparent and provide greater assurance if applicants submitted pre‑construction bids rather than seeking reimbursement after the fact. Cassie said there is currently no time limit restricting when a post‑work reimbursement request can be filed; board members suggested the policy could be revisited to require pre‑construction documentation in future cases.
