The Lombard Plan Commission voted unanimously Oct. 20 to recommend that the Village Board approve PC 25‑13, a two‑lot subdivision that would attach a 20‑foot‑wide, undeveloped parcel to two adjoining duplex lots at properties identified in the hearing as 1005 East Maple Street and a Westmore Myers Road address.
The petitioners, owners of the two duplexes, told the commission they bought the narrow undeveloped parcel to clear a long‑standing tax sale title issue and now want to subdivide so each duplex lot gains roughly 20 feet on the east side. Petitioner Patrick Musserino, who identified himself as an owner of the duplexes, said the change would increase side yard green space for both properties and allow roughly 700 square feet of additional driveway or parking on the Maple side to improve off‑street parking and circulation. "My intention always was that I wanted to have the 2 duplexes be the best they could be," Musserino said.
Anna, Department of Community Development planning staff, presented the Interdepartmental Review Committee report and recommended approval. Anna told commissioners the proposal would increase each resulting lot's area to meet the R‑3 district minimum lot area of 7,500 square feet, even though each proposed lot width (approximately 54 feet) would remain below the R‑3 minimum lot width of 60 feet for two‑family dwellings. "We do recommend approval of the petition," Anna said, noting the subdivision would also resolve existing driveway encroachments by placing improvements on the same parcel as the principal structures.
No members of the public offered testimony in support or opposition besides the petitioner, and no cross‑examination was recorded. Commissioners asked a limited number of technical questions about drainage and driveway placement; staff and the petitioner said adding the parcel would not worsen drainage and that the additional width would provide a green buffer near driveways.
Commissioner Verson moved to adopt the IDRC findings as the commission's findings and recommend Village Board approval of PC 25‑13; Commissioner Ware seconded. A roll call vote recorded "aye" from Commissioners Verson, Ware, Flanagan, Springberg, Sweetser, Johnston, Ali, Johnson and Chair Giuliano. The commission's recommendation will be forwarded to the Village Board for final action at its Nov. 6, 2025 meeting.
The meeting opened with swearing‑in of three new commissioners — Farrah Ali, Bill Ware and Michelle Johnson — who each took the oath of office before the hearing began. The commission also approved minutes from its Aug. 18, 2025 meeting, agreed to reschedule the January 2026 meeting to Jan. 26 (to avoid the MLK Day holiday) and discussed scheduling plan commissioner training with the American Planning Association.
The commission record shows no redevelopment of the duplex structures was proposed; staff said improvements were limited to site work, parking and drainage adjustments. The petition and the staff report are scheduled to be transmitted to the Village Board for their consideration on Nov. 6, 2025.
