The Metropolitan Board of Zoning Appeals Division 3 approved variances that allow Watson Properties / Coated Metals Group to expand an industrial building at 455 Rawls Court, including a reduced front transition yard (from 100 feet required to 40 feet proposed), a building height increase to 29 feet (22 feet normally permitted at that proximity to residential) and a reduction in parking supply (proposed 30 spaces where 49 are required). The board voted to grant the amended application.
Attorney David Gilman presented the application and noted practical difficulties including an existing building entry and an on‑site fire suppression water line that constrain the layout and prevent compliance without eliminating needed loading doors and parking. The petitioner agreed to enhanced landscaping and the preservation of a mature tree row along Rawls Avenue and to install new sidewalk where required; the petitioner also agreed to maintain plantings and replace dead or damaged trees promptly.
Planning staff offered a split recommendation: staff supported the modest height increase and a limited parking reduction but recommended denial of the petitioner’s large reduction of the front transition yard and suggested approval of a 70‑foot front setback (a 30‑foot reduction) as a compromise. Petitioner representatives said a 70‑foot setback would eliminate critical loading access and reduce parking below operational needs.
Warren Township Development Association testified in support. The board voted to grant the amended variances; the roll call recorded Percy Bland, Brian Hannon, Joanna Taft, Rhianna Bender and Rod Bohannon voting yes.
The variances are granted subject to written commitments filed with the application: compliance with the submitted site plan and landscape plan and maintenance of landscaping and elevations as presented. The petitioner must obtain permits and satisfy landscape and sidewalk requirements noted in the approval.
