County staffer Justin Sanders told commissioners, “We have asked that you would approve Walnut Creek phase 3 section 2 with 2 conditions attached to that approval.” The conditions specified that all review comments be addressed prior to Board of Supervisors approval, that environmental services and the developer resolve an outstanding issue in a sediment detention area located in one of the plat’s open-space areas, and that the county attorney complete review of private covenants and the stormwater maintenance agreement.
The Capstone Phase 1 plat carries the same two conditions. Sanders noted that Capstone differs from many plats the commission sees because it is a by-right subdivision outside the town of Blacksburg on Graves Avenue and had no prior rezoning associated with the project.
Commissioners moved and approved the consent agenda containing both plats. Staff signaled the outstanding review items were expected to be resolved before the Board of Supervisors considers final approval.
The Board of Supervisors will receive the plats with the staff conditions; the commission did not take further action beyond its approval of the consent agenda.
