Applicant Lauren Collins, who said she is taking ownership through Lauren Collins LLC, told the board the business will continue existing restaurant and bar seating configurations and hours; no physical changes or new operational impacts were proposed.
Planning staff presented the board with the original action letter and staff findings of fact; staff recommended approval subject to the city’s standard conditions and the requirement that any site changes be reviewed under the zoning code. The board opened the public hearing; no members of the public spoke in opposition or support.
Board members moved to accept the staff findings of fact and then voted to approve the requested transfer and name change. Staff will mail a written determination in roughly 7–10 business days; that determination may be appealed to the Circuit Court of Monongalia County within 30 days of receipt. The board reminded the applicant that any work undertaken during the 30‑day appeals window is at the applicant’s sole financial risk.
The approval applies only to the change of ownership/name and the conditional‑use uses remain as previously approved; the board did not attach additional conditions tied to new financial reporting or hours because the applicant indicated no operational changes.
Lauren Collins said after the vote, “The restaurant is completely the same as far as bar seating, food seating, all that sort of thing, and we’re just hoping that we can move this process forward with new people.”
