The Berkeley County Commission on Sept. 18 approved a set of procurement and contracting actions presented by county staff.
County staff recommended and the commission approved a bond-waiver request from the water district for a proposed 2,000,000-gallon water tank on Ridge Road. Staff explained the waiver reduces project costs because the water district is an arm of the county and bonding could be redundant for ratepayers.
The commission also approved the sheriff's recommendation — following interviews — to contract with Edwards Auction and Realty of Hedgesville for real-estate sale and auction services under a five-year renewable agreement. Staff said Edwards and a second respondent, Hurley Real Estate and Auctions (Greencastle, Pa.), both met specifications but Edwards was locally based and recommended.
On vehicle purchases, the commission approved the low responsive bid from Parsons Ford for law-enforcement police interceptors (the lowest bidder met specifications) and approved a single bid from Cadetco LLC (Wheeling) for a 2025 Chrysler Voyager transport van in the amount of $45,989; staff noted the van purchase is 100% grant funded. Staff cautioned vehicle markets are tight and that bids sometimes fall through if title/invoice are not in hand, but the commission approved the award.
Staff said they will monitor procurement steps (titles, invoices, contract documents) and proceed to finalize contracts and waiver documentation after the meeting.
