During the public comment period Sept. 11, Vincent Peragonian of ABM Industries (presenting with materials labeled Funding Infrastructure Projects) asked the board to consider guaranteed energy savings projects that retrofit infrastructure (HVAC, lighting, roofing, solar and other building systems) and are financed through projected energy, operational and maintenance savings.
Peragonian said ABM has worked with other Ohio counties and municipalities and that the company's initial memorandum of understanding and building walk‑through is offered at no cost to the county. He said, as an example, a combined set of efficiency and operations changes could generate recurring annual savings that, when capitalized over a 20‑year term, might fund multi‑million‑dollar projects. He referenced potential use of Inflation Reduction Act incentives for solar and said federal programs could cover a portion of solar costs.
County response: commissioners suggested ABM meet with the county's facilities manager (referred to in the meeting as Shannon) and other internal staff. Staff confirmed the county has considered similar studies in the past and that any initial ABM engagement would require 12 months of utility data, a list of buildings with square footage and one day of on‑site engineering review.
Next steps: staff said an internal follow‑up would be arranged and that the county would review ABM's information; ABM left printed materials for staff review and the company offered a no‑cost study as the qualification step.
