The Leander Independent School District Board of Trustees adopted revisions to FDA local on Tuesday to permit interdistrict transfers — commonly called open enrollment — for nonresident students, while preserving existing privileges for employees’ children.
The policy change, recommended by the district’s policy committee and staff, clarifies that the superintendent will manage operational details and that the board may set tuition if the district elects to charge it.
Board counsel and staff explained the policy intentionally leaves timing and detailed procedures in administrative regulations rather than the board policy so the district can adjust annually for staffing and capacity. The policy draws on templates from the Texas Association of School Boards and language from other districts that use targeted interdistrict programs to attract enrollment.
During discussion Trustee Trish Bodie pressed for updated board policy language in FDB (intradistrict transfers) to align with the new practice; staff said many operational specifics will appear in regulation. Trustee Nikosi Nelson asked whether interdistrict seats would be targeted to under‑enrolled campuses; administrators said moratoria and capacity rules similar to intradistrict transfers would apply and that the district’s operational plan would prioritize under‑enrolled campuses when feasible.
Trustee Gloria Gonzalez DeLucia moved to adopt the revisions; Trish Bodie seconded. The motion passed on a 7‑0 voice vote.
What the policy does: formally permits trustees to authorize interdistrict transfers; preserves employee transfer exceptions; delegates timing, capacity thresholds and application windows to administrative regulation; and allows the board to set tuition if the district elects to charge a fee. Administrators said they will present regulations and an implementation timeline to the board soon.
The change comes as the district also adjusts its intradistrict transfer process and studies enrollment, capacity and withdrawal patterns. Trustees said they expect regulations to include protections so resident students have priority for seats at capacity‑limited campuses before nonresident applicants are admitted.
