Representative Tim Wahlberg and witnesses from the American Motorcyclists Association and the Department of the Interior discussed H.R. 4386, the America the Beautiful Motorcycle Fairness Act, which would amend the Federal Lands Recreation Enhancement Act to specify that an interagency annual pass covers the passholder and occupants of up to two motorcycles.
The Department of the Interior noted that a 2023 interagency pass policy aimed to standardize rules across participating agencies and when implemented in 2024 unintentionally reduced motorcycle coverage from two motorcycles per pass to one motorcycle per pass by linking passes to individual vehicle signatures. "The change... unintentionally reduced the number of motorcycle riders covered by a single pass from 2 to 1," Mike Caldwell said; the department said it supports H.R. 4386 to restore the prior motorcycle policy.
Tom Umfress, vice chair of the American Motorcyclists Association board, and other witnesses told the subcommittee that motorcycling is an economic driver for many rural communities and that the policy change discourages group riding and increases costs for motorcyclists who previously shared a pass. Umfress said motorcycling is fuel‑efficient and supports recreational access to public lands. Witnesses and members discussed the policy change timeline (the rule took effect in 2024) and said H.R. 4386 provides a straightforward clarification directing the Secretary to treat two motorcycles per pass as allowed for annual passes.
No vote was taken; the National Park Service and motorcyclist groups expressed support and members requested additional follow‑up information.
