McCracken County Fiscal Court approved multiple change orders and a budget amendment on Sept. 19 that alter contracts and the timeline for the Paducah Sports Park project, including a revision that moves the park’s substantial-completion date to March 1, 2026.
The court’s action included approving an AMP Construction change order that county staff said increases that prime contract by $2,571,610.42, bringing the AMP contract to $51,342,449.25; other contractor change orders reduced or reallocated costs and the court approved a 73-day extension to the project’s completion schedule.
The changes include a Sprint Clerk LLC change order that reduces that contract by $129,992.49, and an Avanti Restaurant Solutions change order that the clerk read as a $6,088.44 reduction; the clerk also read a post-change-order contract figure for Avanti that was not clearly recorded in the meeting transcript. County staff said several credits reflected owner-purchased materials or tax credits and that some additions pay for items such as pizza ovens and under-counter beer dispensers.
The court awarded the soccer-goal package for the Paducah Sports Park to Pivo for $152,690, selecting Pivo after county staff said it was the only qualified bidder following competitive negotiations.
County staff described some of the construction adjustments: backstops on several fields were moved from 25 feet to 30 feet to accommodate larger youth tournaments, the drainage design under the fields was modified, and decisions were made about game-line marking to avoid clutter on certain field sizes. Staff also noted the county had purchased field scrubbers for maintenance.
The AMP change order lists several direct-owner-purchase credits and additions, including a $3,000,000 line item labeled “enterprise construction addition,” and multiple direct-owner-purchase credits for hardscape items, same-time material and commercial door and hardware. The court authorized the judge executive to sign documents to effectuate the amended contracts.
The court also approved a Paducah Sports Park budget amendment increasing the project total to $70,563,017, as read into the record by the clerk. The amendment and contract changes were presented with attached change-order documents dated Sept. 10, 2025.
Discussion during the meeting included questions about insurance coverage for above- and below-ground work; a county staff member said above-ground elements are insured but did not specify the scope of below-ground coverage during the public exchange.
Decisions made: the court approved the listed change orders, the 73-day time extension to March 1, 2026, the Pivo soccer-goal award, and the budget amendment. Several contractors’ change orders were described as credits where the county will directly purchase certain materials to reduce sales-tax costs.
What’s next: the judge executive was authorized to sign all documents necessary to implement the change orders and contract amendments. The county did not announce further public hearings on the project during the meeting.
