The Johnson County Board of County Commissioners on Sept. 25 approved a 10‑year license agreement with the city of Leawood that formalizes MEDDAC’s co‑location at Fire Station 32 and includes a one‑time payment of $440,968 to the city. Scott Sayers, who presented the item for MEDDAC, said the agreement mirrors precedent used for other interlocal co‑location arrangements in the county and that Leawood will be the last city to formalize a written license under the current model.
‘‘This station location serves as an excellent base of operations for us,’’ Sayers said, noting Station 32 covers roughly 16,000 addresses within a five‑minute response radius and generates about 2,700 annual MEDDAC responses. He described the costing methodology as consistent with other cities and based on space utilization and operating expenses allocated by square footage.
During public comment, resident Ben Hobert asked why a payment is required now when MEDDAC has occupied the station for years without payment and sought clarification about which reserve account or budget line will fund the payment. County staff and MEDDAC said the rate and contract terms are consistent with existing agreements with other fire departments, and facilities staff factored inflation and operating costs into the 10‑year term.
The board asked how the agreement handles station remodeling or periods when space is temporarily unavailable. Sayers described recent arrangements with other districts where alternative accommodations were found during construction and said any refunds would be handled on a pro rata basis and renegotiated at a new location. Commissioner Ben Ashcraft and others said they appreciated the clarity and the longstanding city‑county partnership.
The motion to authorize the license agreement was moved by Commissioner Phil Brewer, seconded by Commissioner Allen Brand, and passed unanimously on roll call. The agreement takes effect Oct. 1, 2025. The county noted that if an agreement later includes costs beyond the license terms, such arrangements would return to the board for review and approval.
