The Goochland County Planning Commission on Sept. 18 recommended approval of a conditional use permit that would allow an accessory family housing unit on a 4.46-acre parcel at 831 Broad Street Road in District 4.
Ray Cash, assistant director of community development, told the commission the property at 831 Broad Street Road is zoned A-2 and designated by the comprehensive plan as a rural enhancement area. The applicant seeks to add a detached single-family dwelling as an accessory family housing unit; staff recommended standard conditions including a use limitation against rental, emergency access, an expiration date of November 2035, and notice to Community Development on transfer or lease.
Applicant Andrea L. Smith, who identified herself as the property owner at 831 Bridal Street Road and said the land was passed down from her grandparents, said the new house would be for her daughter and son-in-law.
There were no public speakers during the public hearing segment on the application. With no questions from commissioners, the Planning Commission took a roll-call vote. Mr. Kimberly, Mr. Petuk, Mr. Cosby, Ms. Kowalski and Mr. McLaughlin each registered “Aye,” and the motion to recommend approval passed on a 5-0 vote. The case is tentatively scheduled to be heard by the Board of Supervisors on Nov. 6, 2025.
The Planning Commission’s recommendation is advisory; final action on the CUP rests with the Board of Supervisors.
