Later, the council voted to enter executive sessions under Idaho Code: Idaho Code §74‑206(1)(f) to consult with legal counsel about imminent litigation and §74‑206(1)(b) concerning evaluation, dismissal or disciplining of public employees or complaints against public officers. The motion stated the council would not reconvene in public afterward. The clerk recorded affirmative votes from the council and the motion carried.

These votes were procedural actions to receive PNC recommendations and to authorize closed‑session discussions; no other ordinances or appropriations were adopted during the work session.
