The Daytona Beach City Commission voted 6-0 Oct. 1 to adopt an ordinance rezoning 0.03 acres at 512 Main Street from RDB-2 (Redevelopment Beachside Specialty Retail) to PDRD (Planned Development Redevelopment) to permit a bar or lounge use.
The ordinance, approved on second reading as part of a quasi-judicial hearing, authorizes the mayor and city clerk to execute the 512 Main Street plan-district agreement. The applicant’s representative, Jessica Gao, was present for questions; there were no objections from staff. Several public speakers expressed support for the project and for broader Main Street revitalization.
Supporters included Robert Ellis, the neighboring business owner, who said the proposed establishment appeared “very classy” and would attract a different demographic to Main Street, including Embry-Riddle students. John Nicholson urged the commission to consider making Main Street an entertainment zone with consistent standards for liquor and restaurant licenses.
Commissioners had no objections on the record and the motion to adopt the ordinance carried 6-0.
The ordinance will take effect as specified in its text; the plan-district agreement allows the property owner to pursue permitting and building approvals consistent with the approved uses.
