City Attorney Nancy Meyer read Resolution No. 25-37, describing it as “a resolution of the City of Port Richey, Florida adopting the final levy of ad valorem taxes for the City of Port Richey for fiscal year 2025–26.” The resolution sets the citywide operating millage at 6.29 mills, which the reading noted is less than the rollback rate of 6.2976, resulting in a 0.0076% decrease from the rollback rate.
Meyer then read a separate resolution adopting the city’s fiscal year 2025–26 budget. The reading states the council held the required public hearings on Sept. 4 and Sept. 18, 2025, and that the final budget totals $33,864,372 across various city funds. The resolution sets the budget period from Oct. 1, 2025, through Sept. 30, 2026, and directs that revenues be appropriated by fund and department as detailed in the resolution’s exhibit.
Council took each vote after the readings. On the millage resolution the mayor opened for motion and, after a second, called for a voice vote; the meeting record shows the motion “carried unanimously.” The budget resolution likewise was moved, seconded and recorded as carried unanimously. No councilmember comments or public testimony were recorded on either item.
