The Virginia City Council on Oct. 14 approved its consent agenda, several grant-application resolutions and other routine motions during a meeting with a large public turnout.
A summary of key actions and outcomes:
- Consent agenda: the council approved minutes from Sept. 23 and payments for construction pay estimates. Pay estimate No. 5 to KGM Contractors for the Fourteenth/Twentieth Southern Drive and Chestnut Street projects was approved in the amount of $1,052,760.08; pay estimate No. 5 for the 2024 Alley improvement project to Utility Systems of America was approved in the amount of $1,053,425.88. Council approved an on-sale and Sunday liquor license for Sugar Shack LLC doing business as the Sugar Shack. Councilor Paulson abstained on finance resolution 205-019 (schedule of bills) because a payment on the schedule was to her business; the remainder of the consent items passed.
- Grants and redevelopment resolutions (adopted): the council adopted a resolution to apply for Community Development Block Grant funds for a library ADA project; adopted multiple Minnesota DEED contamination cleanup and Iron Range Resources and Rehabilitation commercial redevelopment grant resolutions to support site cleanup and redevelopment for Pawhockey/Pohawky Leasing LLC and a law-office remodel at 415 First Street South; and authorized staff to apply for a 2026 Iron Range Public Works Grant for citywide infrastructure projects (city staff said they plan to apply for $1,500,000 for steam-conversion work and a waterline segment on Sixth Avenue).
- Staffing and purchases: the council authorized hiring of part-time recreation assistants for the Iron Trail Motors Event Center on an as‑needed basis (three part-time positions discussed); it approved a resolution to hire a patrol officer and to offer a lateral-transfer hire for a police officer. Councilors discussed purchasing a John Deere 325 GS compact track loader (price quoted $106,975) and noted funds are available in the 2023 equipment bond to cover the purchase.
Why it matters: the approvals move a set of construction projects, grant applications, staffing authorizations and administrative housekeeping actions forward. One abstention was recorded for transparency and to avoid a conflict of interest.
Ending: most consent and grant items passed with typical "aye" votes; staff will proceed with grant applications and procurement consistent with council direction and budget authority.
