Joy Martin, a Chandler resident, asked the City Council on Oct. 16 to adopt or revisit an ordinance that would regulate large‑scale bird feeding in residential areas.
Martin described a nearby property that she said maintained "commercial sized" bird feeders and large bird‑feed blocks that have led to an excess of birds, damage to roofs and vehicles, persistent odors and high noise levels. “It has been causing an excess number of birds plus damage to our house, to our roof, to our vehicles, to our furniture outside, and it's creating persistent odor and noise,” she said.
Martin said her husband had previously worked with city staff and that the matter had been brought to the council in May. She asked that the city revisit the issue and consider code‑enforcement options or a subcommittee to look at prohibitions or limits used by other Valley cities.
Acting city staff and council members responded that staff would follow up with Martin; council members referenced ongoing conversation about whether the matter should go to a subcommittee and asked staff to provide an update on next steps.
No ordinance language, timeline, or formal referral to a subcommittee was presented during the Oct. 16 meeting.
