City planning staff on Oct. 15 told the Planning and Zoning Board the city is proposing amendments to Chapter 98 (landscaping) to incorporate Miami‑Dade County changes related to impervious area and to set local review procedures for patios, concrete slabs and other features that reduce pervious (green) area on private properties.
Staff said the amendments were developed in coordination with the Building and Public Works departments and would allow Hialeah to process some redevelopment permits locally rather than routing them to the county, shortening review times for projects such as single‑family replacements, driveway expansions and patios. The proposed changes establish submittal requirements, treatment options for mitigating missing trees and other landscape elements, and payment‑in‑lieu mechanisms when required plantings cannot fit on site.
The board voted to recommend approval; staff said the city submitted a letter in December 2024 committing to address the county’s impervious‑area proposals by December 2025. The item will go to City Council for final consideration.
