The Superior Common Council on June 6 approved a resolution to promote pedestrian and parking facilities at or near Belknap Street (U.S. Highway 2) westbound in downtown Superior.
A councilor who identified concerns about bicycle safety and downtown bicycle access spoke against the resolution. "I've been approached by several constituents... that are concerned with moving forward with pro-parking, anti-bicycle lanes sort of attitude on this project," the councilor said. "The continuation... that the continuation of on-street parking outweighs the need for on-street bike accommodations. That's not necessarily true." The councilor argued that surface parking should not be prioritized at the expense of bicycle infrastructure and that relying on an alternate street would remove cyclists from downtown businesses.
Councilors debated the trade-offs between on-street parking, sidewalk width and bicycle lanes. The mayor called for a vote after discussion; the resolution passed on a voice vote with at least one recorded opposition. The clerk recorded "Aye" votes and a single "Nay"; the motion carried.
The resolution does not itself construct facilities or adopt design plans; it expresses council support for promoting pedestrian and parking facilities in the corridor. Implementation details, including whether to reallocate curb space to bike lanes or parking, would proceed through design and committee review.
Councilors noted accessibility and downtown circulation considerations while some constituents pushed for preserving on-street parking. The opposing councilor emphasized that lower-income residents often rely on bicycles for transportation and said the city should plan visible bicycle accommodations in modern downtown design.
No ordinance or financing was adopted at the June 6 meeting; the record shows the council voted in favor of the resolution and that dissent was voiced during the discussion.
