City clarifies contracting entity and holding-account treatment for Hoffman Road renewable natural gas project

Megan Robeson, director of the Department of Public Service, presented an ordinance that would repeal and replace ordinance 340-25 related to the renewable natural gas project at the Hoffman Road landfill. The replacement ordinance amends the contracting entity name to Toledo Renewable Energy LLC and clarifies the temporary holding and use of revenues generated under the agreements.
Robeson said that under the original agreement the city will receive $1,000,000 from Northwest Natural Renewables once agreements are signed; city policy requires that sum be placed in a holding account for one year before the city may expend it. The replacement ordinance identifies that holding account to permit the city to move forward with project agreements. Robeson asked the committee to advance the ordinance on consent; the committee did so.
