At the start of the meeting, Wally Caprini, identified as a member of the Chamber of Commerce, asked the Riedel City Council to place a proposed billboard location on a future agenda. Caprini said the site across the bridge on the south side of the freeway, near the industrial park, could be a strong location to draw visitors and support local businesses.
Caprini said he had spoken informally with Caltrans and was uncertain whether the parcel was private or city property; he emphasized the chamber would not pursue funding until the council indicated it had city permission. “We’re always looking for ways for people to live in the community,” Caprini said.
Council members asked staff to research permitting, property ownership and funding pathways and to place the item on a future agenda for more detailed discussion. Council directed staff to look into Caltrans jurisdiction and the city’s encroachment and sign-permitting processes.
No formal vote was taken; councilmember O’Rourke (as recorded in the transcript) and others indicated support for agenda placement and an intent to review regulation, permitting and funding implications before any commitment by the chamber.
