The Pleasant View City Council on Oct. 14 unanimously approved a general plan amendment and a companion rezoning for about 8.12 acres at 3917 North Capstone Way (near 3800 North/Highway 89), changing the property from a high-density residential designation (RE5) to a Manufacturing Commercial Mix (MCM) designation.
The two actions — Ordinance 2025-22 (general plan amendment) and Ordinance 2025-23 (rezoning) — passed by roll call vote with all five council members voting yes. Planning staff told the council the Planning Commission recommended approval of both items.
Why it matters: The property was rezoned earlier this year to a zone intended for townhomes but a developer later pursued single-family homes and encountered setback conflicts with the RE5 standards. Planning staff said the developer pulled out and the owner has now applied to return the site to a commercial/business-park designation and the MCM zone. Council members discussed the site and noted the railroad crossing alignment remains an outstanding issue that could affect final lot layout.
Planning staff described the recent history and the current application. Tammy, planning staff, said, "We have received a recommendation of approval for both of those items from Planning Commission." She also told council members the developer is holding off on a final layout until the location of the railroad crossing is resolved.
Council discussion was limited. One council member said it "makes sense" for the area to be commercial given existing conditions; another said the railroad crossing remains a material constraint for final design. No public commenters spoke during the public hearing.
