The Blue Ridge Unified School District No. 32 Board of Education approved the district's annual financial report, the school facilities capital plan, and an out-of-state senior trip, and granted a right-of-way easement to supply electricity to the teacher housing project during its regular meeting. Board members also heard staff updates on ongoing facilities repairs and School Facilities Oversight Board projects.
The board voted to accept the district's annual financial report (AFR), which school staff said is required by Arizona state statute and is submitted to the Arizona Department of Education. Finance staff told the board the AFR breaks district revenues and expenditures into maintenance and operations, capital, grants and special revenues, and shows that salaries and benefits make up the largest share of maintenance-and-operations spending. Staff said remaining federal ESSER funds have been spent and that maintenance of effort tests were completed.
In discussion on the AFR and related slides, staff highlighted that maintenance-and-operations and state and federal grants are the largest spending categories, and that object-level detail shows salaries and benefits account for roughly three-quarters of M&O expenditures. A board member asked whether ESSER dollars remained; staff replied there was a small remaining balance that has since been expended and that the district is finished with ESSER funding.
Separately, the board approved the annual school facilities capital plan, which staff said must be submitted by Oct. 15 and lists active School Facilities Oversight Board (SFOB) projects and anticipated future work. Staff showed photos and a map of planned adjacent‑waste projects and identified the bus loop behind the junior high and high school as a priority to be paved. They said active SFOB projects total about $3.5 million across multiple phases and that 29 open project records appear in the system because larger projects are tracked in multiple phases. Board members asked whether SFOB projects are funded; staff said projects are approved and reimbursed by the SFOB; if funding is delayed beyond 12 months the district must request extensions.
Facility items discussed included completed junior high bleachers (now ADA compliant), auditorium stage lighting (completed), the elementary school flooring project, ongoing fire alarm and pump-house repairs, and the high school main gym roof replacement (staff said some portions remain open from previous work). One board member and staff recounted past roof work that was interrupted, uncovered during a snowstorm and later complicated by asbestos discovery; staff said those problems stemmed from a previously halted contractor project.
The board approved an out-of-state senior trip for the Class of 2026. Student council advisor Rachel Thompson told the board the seniors voted to visit California attractions including Disneyland and Knott's Berry Farm, and that the district will require signed parent/student contracts and nonrefundable deposits; she also said the school will support fundraising and may assist students who cannot otherwise afford to attend.
The board voted to approve a right-of-way easement to bring electrical service to a teacher housing site near the old Love Kitchen. Staff said the item is limited to permitting electrical service to the eight teacher housing units and that a larger ribbon-cutting is planned in December. The project partners include the city, a local development corporation and private groups helping with recruitment and potential purchase assistance for teachers.
