Scott County commissioners voted to adopt a revised Transfer Station Operations Plan and Emergency Response Plan and to close curbside satellite collection points effective Nov. 1, 2025. The board instructed county staff to run public notices beginning Oct. 15 and to post signage at the courthouse, transfer station and the affected satellite locations.
County staff told commissioners that the Indiana Department of Environmental Management (IDEM) recommended three steps: include the satellite decision in the operations plan, publicly announce the closure with an effective date, and proceed with soil remediation at the visibly contaminated Lexington Township site. The operations plan does not require a formal permit modification for the satellites, staff said, but IDEM advised that the county should remove refuse and address contaminated soils at Lexington Township. The county will excavate visibly affected soil and replace it with clean fill to the standard IDEM recommended.
Commissioners discussed timing and costs. Several members said earlier closures would reduce day-to-day disposal costs; staff recommended a public notice interval sufficient to allow residents to use sticker allotments and prepare for the change. The board set Nov. 1 as the effective closure date and authorized advertising to begin around Oct. 15. Commissioners also approved the operations and emergency plans and asked county staff to provide copies to the transfer station and courthouse for public inspection.
What changes for residents: after Nov. 1, the three curbside satellite sites will no longer accept residential solid waste; unlawful dumping at those sites would be subject to county enforcement. County staff will post signage and re-label collection materials ahead of the closure.
Remediation and next steps: county staff will contract or arrange excavation at the Lexington Township site to remove contaminated material to the depth IDEM recommended and will document the work in the transfer station plan and with IDEM.
