Committee members discussed a new city policy for banners in the downtown right‑of‑way and plans for outreach to affected businesses.
Staff said Scintech provided a list of customers who had previously installed banners; one customer referenced was the fairgrounds, which requested a fillable form. Staff said they have contacted Premier Sign to notify them about the new policy and plan to post an application form on the city engineering website. The committee noted that the Board of Public Works will approve banner requests under the new process.
Members expressed a preference for “soft enforcement” to allow building owners and business operators time to comply. Rosie (role/title not specified) was asked to help with outreach; staff suggested Downtown Goshen Inc. could send an email to its members to notify businesses and property owners of the change.
Committee members also noted that some organizations, including Goshen College, have installed banners without using Scintech, indicating multiple sign vendors operate downtown and staff will include them in outreach.
