Staff reminded council the vendors typically provide camera capital at no upfront city cost and that council had previously heard vendor presentations. Eddie Metzger, representing Red Speed, apologized for a prior administrative error in presentation materials and said his company's data show large reductions in speeding over time in other jurisdictions; he cited a case where measured speeding in the first year declined by about 90 percent in one program.
Council members and the police chief discussed policy choices such as hours of operation for school zone cameras and how to handle disputed citations. Councilmembers expressed interest in red‑light camera programs as a potential revenue and safety measure, citing other Florida cities’ collections; the police chief said automated enforcement is a tool but that operational and policy details matter.
Council asked staff to schedule a workshop/presentation with additional vendor data, including local examples, revenue estimates, and evidence on speed reduction and citation appeals. No formal procurement decision was made at the meeting.
