Pueblo West manager proposes written guidance on Board's relationship with district manager; directors discuss executive-session review

PUEBLO WEST, Colo.

District Manager Christian presented a draft "guidance document" intended to clarify the working relationship between the Pueblo West Metropolitan District Board of Directors and the district manager, including expectations, roles, and project responsibilities.

Christian said the contract and job description are broad and that a supplemental guidance document would specify mutual expectations and provide an accountability reference if a director later questions an action. Directors discussed whether filling out the document should be a group exercise or whether individual board members should submit their expectations in writing. Several directors said the substance of any performance evaluation or personnel concerns should be discussed in executive session.

Directors agreed the guidance document itself can be a public agenda item, but the board's evaluation of whether the district manager is meeting expectations would be handled as a personnel matter in executive session. Christian agreed to circulate his position description and the draft guidance, and directors said they would prepare bullet points addressing roles, expectations and priority projects for use at a future executive-session discussion.

No formal action was taken; staff will distribute the district-manager position description, the draft guidance document and a timeline for an executive-session discussion at an upcoming meeting.
