Hearing Examiner Gary McLean granted a continuance for a preliminary plat application from Hayden Homes to the November agenda to allow the applicant to finish negotiating conditions raised by the Kennewick Irrigation District.
The continuance was requested after staff reported that the applicant and the Kennewick Irrigation District were still negotiating recommended conditions affecting infrastructure on property within the irrigation district boundaries. Mr. Stevens, a city staff member who addressed the matter under oath, said the applicant asked for more time to resolve a “couple of, proposed conditions” before finalizing the preliminary plat review.
McLean said the irrigation-district infrastructure concerns were material to the plat review and that a continuance was warranted. He granted the continuance “tentatively” for the November agenda and said the applicant or staff may request an additional continuance in writing, including a written concurrence from the applicant, if further delay is needed.
No public testimony was offered on the item at the hearing.
The examiner instructed staff and the applicant to file any agreed written materials supporting the continuance or any proposed conditions if they anticipate seeking an additional continuance in December. The hearing record shows staff recommended granting the continuance based on the outstanding negotiation with the irrigation district.
