On Oct. 13 the Kenai Peninsula Borough Rural Plat Committee granted preliminary approval to Barnett Lot 1A 2025 Resubdivision (KPV file 2025-140), a proposal to split a 1.542‑acre parcel within the City of Homer into two lots of approximately 0.743 and 0.799 acres.
Staff reported the proposed lots will be served by Barnett Place, a 50‑foot city‑maintained road, and that East Hill Road, a 100‑foot state‑maintained road abutting the property’s west side, will not permit direct access per Alaska DOT comments. The City of Homer planning commission granted conditional approval on Sept. 3, 2025; staff recommended adding a plat note that access for both lots be limited to Barnett Place and that the surveyor provide verification from the City of Homer that water and sewer service installations have been completed prior to final plat approval.
Christopher Mulligan, the land surveyor for the project, testified that the new line was designed to avoid encroachments, that his client does not intend to access East Hill Road, and that he had received verbal confirmation from the city about hooking up water and sewer. Commissioner Venuti announced a recusal from the vote on this item; the roll call recorded yes votes from Commissioner England, Commissioner Morgan, Commissioner Whitney and Commissioner Gillum, and the motion passed.
