The Town Council voted to accept a state‑approved emergency operations plan (EOP) and associated emergency support functions (ESFs) that were developed in partnership with the city of Roanoke and reviewed by the Texas Division of Emergency Management.
Amanda Manesas, identified in the meeting as the emergency management coordinator for both Roanoke and Trophy Club, presented the EOP and explained that state statute requires local governments to prepare and keep current an emergency operations plan. She cited Texas statute section 418.0106 and the Texas Administrative Code (Title 37, Part 1, Rule 7.2) as the legal framework requiring local plans and state approval. Manesas said the town’s submission was approved by the Texas Division of Emergency Management and that two ESFs (ESF‑9 and ESF‑14) were still rolling out at the state level and will be added when available.
The plan replaces the town’s prior reliance on the Denton County plan and tailors roles, responsibilities and resource assumptions to Trophy Club’s local departments and partners. The interlocal agreement (ILA) with Roanoke provides access to a dedicated coordinator and a shared approach to program development, training and exercises.
Chief Wise and Manesas outlined near‑term program steps tied to the plan: identifying training gaps and rolling out NIMS‑compliance training for staff and elected officials; conducting tabletop exercises and simulated drills; developing continuity of operations and recovery plans; and contracting for an aligned outdoor warning siren system with Roanoke (noting a vendor contract is in progress to align hardware and software between the communities).
Manesas emphasized that “disasters start and end locally” and that the EOP is the foundation of an ongoing emergency management program that will include training, exercises, and continuity and recovery annexes. The plan also improves the town’s eligibility for state and federal assistance such as FEMA reimbursements and homeland‑security grants when incidents exceed local capacity.
Council moved, seconded and approved acceptance of the emergency management plan during the meeting.
