The Lowell License Commission voted Thursday to hold a public hearing on allegations of misconduct against Blue Shamrock Incorporated, the licensee at 105 Market Street, citing an incident reported on Sept. 5, 2025.
Staff presented a communication summarizing a complaint that the licensee and licensed manager, Nicholas Petrakas, allegedly failed to comply with applicable laws and the Lowell License Commission's regulations, including references to Massachusetts General Laws Chapter 138, Section 34 and the commission's own regulations sections 1.06 and 1.16 as detailed in the complaint.
"Any comments from any of the commissioners? I approve. Move move approvals, by Commissioner Mercia," the clerk recorded before commissioners voted to hold a public hearing on the complaint. The motion to hold a public hearing was seconded on the record and approved by voice vote.
The commission did not take any disciplinary action at the meeting; it voted to proceed to a public hearing where the licensee and complainant may present evidence and the commission may consider sanctions, if warranted.
The public hearing date and pre-hearing procedures will be set by the licensing office; the commission instructed staff to carry the matter to a public hearing.
