Lancaster County Council approved a comprehensive‑plan amendment and first reading of a rezoning request to allow about 60 acres at Bailey Road and Flat Creek Road to be rezoned from Rural Neighborhood to Medium Density Residential, enabling completion of phase 2 of the Whitehall subdivision.
Planning staff said the applicant previously received approvals for an initial phase and returned because the county's comprehensive plan had been updated since the earlier approvals. Staff recommended changing the future land use designation to "neighborhood" (a transitional designation) so the MDR rezoning would be consistent with the comprehensive plan. The Planning Commission recommended approval by a 4–1 vote (one commissioner recused).
Councilmembers discussed concerns from neighbors about increased traffic entering the existing Whitehall neighborhood. Councilmember comments indicated that Traffic Impact Analyses (TIAs) are required if not already completed and that ingress/egress and right‑turn improvements will be evaluated during the Technical Review Committee (TRC) and preliminary‑plat review. The applicant's engineer said any new stormwater detention for phase 2 would be provided on the phase‑2 parcel and would not rely on phase‑1 ponds.
Both the plan amendment and the rezoning passed first reading by votes of 4 to 3. Planning staff will require any necessary TIAs and stormwater controls during subsequent reviews and preliminary plat submission.
