The Warren County Planning Commission approved a preliminary site plan Oct. 8 for Torrey Properties (TC Mid Atlantic Development) to build a manufacturing, warehousing and distribution facility of approximately 230,200 square feet on a property identified as tax map 12G, Section 1, Block 2, Lot 5A1 in the industrial district.
Staff reported that the proposed land use is permitted by right in the industrial zoning district, that required agency approvals (including zoning, DEQ stormwater/erosion controls, building inspections and Front Royal public works) had been obtained as of Sept. 15, 2025, and that the plan complies with Chapter 180 of the Warren County Code. Commissioners discussed grading, cut-and-fill depths, and potential groundwater impacts near a watershed and asked whether the geotechnical and stormwater approvals addressed groundwater and erosion concerns. Staff and commissioners acknowledged that site-plan review is a ministerial check against zoning/subdivision/site standards and that, if the plan meets code and agency conditions, the commission is required to approve.
After discussion and a site-plan review, a commission member moved and the commission voted to approve the Torrey property site plan, with staff corrections on the record noting the correct code reference. The motion carried.
