Carlisle Borough Council voted on three procurement items during its Oct. 9 meeting.
Server replacement: Council approved a $42,870 quote from Hinton and Associates Inc. for the purchase and installation of a replacement borough hall server as part of the boroughs IT maintenance program, contingent on satisfactory review and approval by the borough solicitor. The motion was made by Deputy Mayor Landis and seconded; the motion carried.
Renewable electricity contract authorization: Council authorized the borough manager to execute a four‑year contract for the supply of 100% renewable electricity with the lowest qualified bidder, locking the rate based on market conditions on Friday, Oct. 10, 2025. That authorization is contingent on final review and approval by the mayor and borough solicitor; the motion carried.
Downtown traffic signal upgrade: Council awarded the total unit price contract for the downtown traffic‑signal equipment upgrade to the lowest responsive bidder, Hurst Signal and Lighting Company Inc. of Grantville, Pennsylvania, in the amount of $386,577, pending receipt of required bonds and insurance; the motion carried.
Consent agenda: The council also approved the consent agenda (routine items through page 3 of the agenda) in a single motion. Earlier in the meeting council approved a motion allowing Councilor Jackie Roos to attend by video conference.
What this means: The server purchase and traffic-signal contract will move forward pending solicitor review and the receipt of required bonds and insurance. The electricity authorization allows the manager to lock a supply contract for renewable power once the lowest qualified bidder is identified and reviews are complete; the council required final mayoral and solicitor sign-off before execution.
